What Light Level do Mobs spawn at in Minecraft?
For most of the lifespan of Minecraft, hostile Mobs have spawned at any Light Level lower than 7. That said, in the Minecraft 1.18 Caves and Cliffs Part 2 update, that has changed. Gone are the days of having to spam torches to keep your builds, farms, and islands safe. Let’s take a look at the Light Levels that hostile Mobs spawn at in Minecraft.
Natural Generation
Hostile Mobs currently only naturally spawn at a Light Level of 0. This means that you will have a zero percent chance of a hostile Mob spawning within a torch's radius. This gives players much more leeway in how often they place down torches or other light sources.

Mob Spawners
On the flipside, Mob Spawners now require a Light Level of 11 or lower to work, instead of 6 or lower. This means the player must create a light level of at least 12 to deactivate them. The best way to do this is by placing torches directly around or onto the spawner. A normal torch gives off a light level of 14.
